MANDATE

The Directorate is mandated to co-ordinate the formulation, implementation, as well as the monitoring and evaluation of health policies and legal framework, carry out continuous socio-economic research and evaluation, collect, capture, analyse and disseminate data to end users and stakeholders and co-ordinates overall planning of the Ministry.

OBJECTIVES

Policy and Planning is the technical arm of the Ministry which supports departments during policy formulation, analysis and reviews among other activities. The Directorate’s main objectives are:

• Coordinate the development of policies, strategies
• Oversee the implementation of those policies, strategies and related programmes
• Coordinate planning and budgeting process while ensuring that all plans, programmes and policies are aligned to the National Planning and Policy Frameworks.
• Monitor and evaluates the implementation of the Ministry policies, plans, programmes and projects
• Coordinate International Development Cooperation

• Strategic coordination of policy development, planning and health financing functions and decision-making.
• Stakeholders coordination and engagement
• Monitoring and evaluation

DIVISION: POLICY AND PLANNING

MANDATE

To coordinate the review and development of Heath sectoral plans; Ministerial Policies, Strategic Plans and performance reports as well as Health Events Calendar; partnership agreements and joint permanent commissions of cooperation with all relevant stakeholders and programs. In addition, responsible for coordinating the development of the Ministerial Customer Service Charter and monitoring thereof.

DIVISION: HEALTH FINANCING AND BUDGET PLANNING

MANDATE

To drive the UHC agenda by developing evidence-based strategies to mobilise sustainable and efficient domestic funding for health, and to coordinate stakeholders around health financing initiatives.
